I think you should examine the difference between disagreement and intolerance. Beating an effigy of a person whom you oppose (while being a silly stunt done in poor taste) is an act of political disagreement, not intolerance. Also, note that this was directed against one man: Rob Ford himself. Not against a community, race, or nationality.

When mentioning acts of violence it is our obligation to address the violence that Ford's current government directs at people from vulnerable communities. As the creator of this pinata, I'm very uncomfortable with this misrepresentation. This was not an "effigy", it was clearly a pinata. Like all pinatas, being full of candy, their ultimate purpose is to be hit. This pinata was full of lollipops, chocolate coins, pink confetti and, of course, packets of gravy. I gave Rob Ford the chance to attend Pride. He had his picture taken, had a beer and Nacho's, and yes, at the end, he showered us in gifts. This was not violence. This was not a violent act
