The whole fucking movie took forever to get to a point that they never revealed. What a disappointment!
@fireplay73 Don't think shun is Ryu's brother. But Ryu has a heart and all the bonding him and shun had at the beginning was what made Ryu not get consumed by Evil. So he considers shun his brother because they got close.

In the next SF anime Street Fighter Alpha Generations it is revealed that Akumi [called Goki in it] is Ryu's Father. That's not part of the games continuity. I'll leave that up to you if that revelation is good or bad.
