Rather late in time, can I suggest that it was really the Ooni of Ife that was referred to in the skit, a Nigerian dignitary (see the internet). Not a lot of people are old enough to remember him.
Ah, I'm so happy to find this here. I gave away my first copy of this LP and finally replaced it. It belongs here where the world can appreciate his genius. Plus George Gershwiiiiiiiiiiiiiiiiin, and the book discussion, the school for rock musicians....brilliant.
"On my porch, I carve the little holes in the top of toothbrushes. It is exciting work and my forefathers have been engaged upon it since 1957. [Coughs] The little holes in the top are put in manually, or, in other words, once a year. I recently had the honour of demonstrating my craft before the Holy of Highs. He stopped by one day for a couple of words. I did not understand either of them."
Thanks for trying VF - I will contact the Peter Sellars Appreciation Society and will let you know if I get an answer. Forget the Theory of Relativity, this has been driving me mad for years1
I first fell in love with Peter Sellars' 'Balham' whilst still at school in the 1960's. I still love it! However, I have NEVER been able to understand two words used in 'Toothbrush Holesmanship' - "I recently had the honour of being presented to XXXX XXXX" - what is Sellars saying? HELP!!!!!!!!
I'd buy an album of Eugene Quill's piano mastery. Can I interest any music producers?

Apparently it says the Ooni of Ife (he mispronounces it) which refers to the title of a Nigerian traditional leader......

Of course it was the Ooni of Ife in this skit, as anyone aged 70 or more should know. Memory is strange. I remember him but what did I have for tea?

@VinylFun
I think Sellers said "the Ooni of Ife"; a West African ruler who was probably in the news at the time.

Just played it ten times, and I too haven't a clue!. Sounds like 'holy advice', whatever that is

@cowesontheisland I think he is mispronouncing 'his holiness' meaning the pope.
