the commercial was partially filmed in america and partially in japan. the city was only available in asia until it became the honda fit elsewhere but this ad is from the first generation 1984 city because it's the only one that offered the "super turbo charger"

I live in Scotland, I know who 'Madness' are. They are legally 'Actors' when they 'ACT' don't be so nieve.

I am going on small facts, Madness made early success in 1979 - 1981 as an 'English Pop band'. Which gives it higher chance of being an ENGLISH advert... EVEN if it were an American advert... I still proved my point. It's not japanese. Stop being a troll.
