Hmm, I don't really pick up on much of an accent, but he grew up in Ohio, and then lived in NY the rest of his life (He was the voice of the NY Times on WQXR for roughly 40 years after the war), so the accent could be either.

It is actually strange that it was as late as 1944, that the Allied got rid of the German weather stations on Greenland considering that the US had entered the war already in 1941, that Iceland early came under British control and that the Allied Powers apart from the U-boats controlled the Sea. Maybe the Germans there were of no importance to the war effort and more or less stranded.
