If you are talking about the sax playing in the backround, Harrison Fords character is simply letting Gene Hackmans character know that there is a bug in the apartment. Listen for the tape being rewound on the phone.
@aaron59640 Thanks for the comment. What I'm referring to is the film loop. If you watch from about 9 seconds to 18 seconds it is the same footage running forwards, then backwards, then forwards again, and so on. You can see Gene subtly shift in direction forward back, his breathing and eye twitch is bizarre. Basically, the editor probably needed to stretch the shot a little farther and picked a pretty short section to just repeat until it was time to hang up the phone.
