from what I understand, tMCoG was a complete co-production; the french and japanese versions were made together, therefore both are as 'canon' as each other (as one version was not 'made' from the other) the differences spring from what the respective teams wanted for their audience. So if you watched the j version, they were aliens, if not, they weren't. Both are right. The french didn't just dub the show out of the blue- it was theirs too.
From the two dub versions I think the more "canon" is the Japanese. I read somewhere that somebody pointed out how the opening starts with the camera zooming on the univese, then our galaxy, then the Earth. Whatever the French version says, I think Olmecs are aliens who after arriving to Earth settled down in an abandoned power station of the Hiva people which they added their technology to.
In the Japanese version, the Olmecs are aliens from outer space and are clearly stated as such. But the French dubbers removed this element from the dialog to have them a race of people on planet earth all along. Every other dub uses translation s from the French dub so this convention is used in every other dub ever.
Hiva replaced Mu for the English dub of this series. Mu was used in the French/Japanese versions. I don't know the reason why the name change happened. I guess that Mu could be confused for "Moo" or "Mew". For similar reasons, they changed Piccu (the annoying green talking parrot, Tao's pet parrot) to Kokapetl. I guess here that "Piccu" might of sounded like "Pick You" or "Pee you".
The reason I don't say the Olmecs are definitely descendents of the Hiva people is because their tech doesn't look the same as Hivan tech. We know for a fact that both the Solaris and the Golden Condor are Hivan technology. The olmec flying machine has a very different appearance. Additionally, if the Olmecs were originally a Hivan garrison or colony, why wouldn't they know the location of the Cities of Gold (although perhaps they lost that knowledge through time).
I don't think they are supposed to be aliens since the theme of aliens is never touched upon by the series.
They are however keeping their society going through cloning (rather than sexual reproduction), and there's hints that they are getting to the stage they can't clone for much longer due to errors which naturally creep into the genetic code through the cloning process. It's more natural to assme their appearance is due to mutation accelerated by the cloning process.
Also, they don't have a spaceship. It's simply a flying machine.

The fact that they have such radically different aircraft does make me suspect that the Olmecs might not be descended from the Hivan Empire though. They are paler skinned, and their technology is different though still very advanced. That's why I think they might be Atlantaens
@Cathain78 then why you refer to Hivan technology if that civilization doesnt appear in this cartoons? if you see everyone tribes or civilizations in the cartoons are all different from olmecs...which gives them a non-terrestrial aspect.

These are the people Tao refers to when he talks about his ancestors. The Hivans built the cities of gold, built the Golden Condor and the ship, Solaris, found under Tao's island home. Watch that episode and you will see a flashback showing you their society.

Although I still find it odd that 3 of the locations were just basic ruins, yet the burning shield was a very advanced technological city? heh

Not just the flying machine but also the cryogenic chambers where the bodies are frozen. Those chambers were not made by the Hiva, as is revealed, the Olmecs made those chambers themselves when their people began to die out. The Olmecs may actually be Aliens, their physical appearance and clothing are completely different to all other cultures.
Their ancestors had a war and were reduced to savages. Its in the show's story. I've heard they're remaking this. I hope they reuse the soundtrack, just update it.
