As an immigrant to Canada, I can tell you with some authority that your information is wrong. Immigration screening for Canada is extremely rigid! It's a long, difficult & expensive process. I can't imagine anyone having the will or the cash to try and circumvent this system. What is "civilized"? They weren't savages they just had a different way of society. By the way, whites didn't have the best society either.
