The temperature in your house needs to be warm. the Dough needs to have the gluten highly developed: need for about 10 - 20 minutes before pulling begins. That would make for a crap video. unless it was fast forwarded, lol
flour doesn't matter. high gluten is better because it will stretch better it was that luke guy who recommended low gluten because he coudln't kneed it right. if you have no gluten it wont work because gluten is what holds it together. dough takes up to an hour to prepare, first start by hitting it while stretching, then move on to stretch it counting down how many tugs it takes to get 1 arms length (one being fully ready). The actually pulling technique is harder than the dough prep.
No all you need is flour and water even general purpose flour works. What you want to do is basically keep trying to stretch it more and more without tearing it. when it tears, your gluten is basically snapping back to being unrelaxed. You want to relax the gluten, which is why you should start by trying to get an arms length with like 8 pulls, then fold in half try to get an arms length with 7, then fold in half and do 7 5-6 times and make it fat and start with 7 then 6, etc. Can take an hour.
