I was watching this hearing and when I heard this my jaw dropped. To me he is stating that there was specific instruction from the executive branch regarding who is prosecuted or investigated.
This points to a clear involvment by the executive branch in our financial markets.

OK if the SEC is not a competent watchdog for us investors then what? Do businesses and broker/dealers need MORE regulations? I think not.
We have so much to do in regulations that I think most smart people can simply use the existing laws and regulations to enforce our laws.
I'd like to see the SEC do a "post-Madoff" analysis and see "what went wrong" internally and find best practices out of this case.

This points to a clear involvment by the executive branch in our financial markets.
