Yeah, it worked much better in the book where Stark, though identical genetically to Thad, looked very different. It was like his personality had warped this twin into something entirely different.

Frankly, I think he just looks silly with the slicked back hair. My guess is that they did it to save time in the scenes where Thad and Stark were both on screen. Figured it would be too much of a pain to keep dieing the hair and putting on make-up. Shame.
