The fact that they face a foe that even required the power of believix meant that there was no way roxy could hope to fight them without doing it also. and there is her special circumstances. Becoming a fairy in a world that no longer has magic definitely make her worth of a believix

each fairy as a different look when they first get their wings. so it may appear to be her believix form but its not, cause if you look at all the fairies at Alfea their outfits are quite similar.

suppose, believix was gained when people believe in faires. and the more they believe in them, the stronger they get.
and other than the song, the size and look of her wings are another factor to show it's believix.

they first get there wings then they go for their charmix.
after they get charmix they can try for their enchantix to become guardian fairies of their home world.
