Was the large censor bar Romulus's choice?

The problem with designing a censor bar is that not only does it have to accommodate the thing that it's censoring, it also has to make sure that there's 'room' to move... you know, so that nothing inadvertently slips out from behind it.

So, armed with that knowledge it's safe to assume that whatever is behind there, is a considerable factor smaller than the black bar!
