I've found that if I step into the bath with my Chihuahua, he's a little more comfortable. Just wear shorts and something you don't mind getting wet in 'cause even with the short coat, they still spray a lot of water everywhere. Besides you can stand in a better position to sud him up.
Also, some dogs don't like water in the face. Try washing his body first and then when you about done, wash his face, let him spray off and then towel dry him.
