it's the framerate of the camera matching up with the spokes of the wheel. there's a video of a helicopter flying where the rotor looks like it's stationary - same thing.

It's not that they are going the same speed. It has to do with the speed of the rotation of the wheels in which they appear to slow down and reverse direction. Can't remember the correct term right now.
