It is more of a Nico Nico douga thing where you pretty much aren't allowed to show your face. Not a rule, so much as a public thing. Unless you are doing full cosplay, or even then sometimes, you are to keep your face hidden to avoid your peers seeing you... or something. If you ever watch something involving Nico users live, they don't ever show their face, usually wearing a mask.
