Hardsubbed refers to the subtitles being encoded on the video itself. So the subtitles can't be turned on and off on command and basically are part of the video. Think about VHS subtitles
Softsubbed refers to subtitles that can be turned on or off (or different subtitles track that can be chosen) on command. Think about DVD subtitles (although, for technical reasons those actually are a bad example of good softsubs)
The effects are already in the ripped subtitle (.ass) file.
Keeping the fonts is as easy as using the mkv file that already contains them, or keeping the fonts in the folder.
After that you can write a simple AVS script, which you can open as the video in your favourite encoding tools (megui for example). Make sure to load the vsfilter.dll plugin in your AVS script (LoadPlugin("*path*")), load the to be encoded video file (directshowsource(*path*)) and embed the sub file (Textsub(*path)) in it.
