The truth is that they just just want to get rid of all the older, experienced, but expensive teachers and replace them with cheaper, albeit clueless younger teachers!
Anyone can improve. Merit pay is not about kids reaching a certain level its about them improving. therefore, teachers will push their kids to improve. Also, in most school, administrators have to have classroom experience before taking on such a position. Furthermore, the systems goal is to not get rid of the older more experienced teachers but weeds out all incompetent teachers young or old. Just because you've done something for a while, that doesn't mean you're good at it.
