Actually when you're in public you don't have a claim to privacy. For instance if I record you speaking in public that's perfectly allowed to be admitted as evidence in court. I don't believe in state-/federal-sanctioned surveillance, but if a public-watch group wants to form that's very legitimate. This isn't a new concept. You haven't heard of neighborhood watch? I've had them on my street since I was very young (I'm 24). Instead of old ladies looking out their windows, people can use webcams.
