Can this valve be retrofitted to an older Champion toilet with the troublesome cone-shaped valve?

The picture of the toilet at the very beginning looks a little askew. It did catch my interest b/c I've never seen one with such a short bowl.

@tuvoca its a picture on a wall and the view is at an agle. That product it the traditional Champion 4 1-piece toilet
