I remember those months after 9/11 with armed National Guardsmen in uniform roaming the terminals. It was surreal at the time especially when they put a stop too curbside and extra carryons. Those "spot-checks" were a real joke. Essentially just a cashier in the lot having you stop and taking a quick peek into your trunk.
