I actually thought it was a waltz originally. However, I have just listened to the originals and they seem to all be in 2/4. Did they also use a waltz version at one point or another.
@Contrapunctus1 It varied from episode to the episode. There were several different versions used throughout the series, though by S4 and S5 the waltz had replaced all the others (bar Uncle Arthur).
