Those guys ran fast because the wind gauge malfunctioned. The wind hadn't been steady for two heats in a row all trials. All of a sudden in the quarterfinals of the men's 100 meters the wind gauge holds a steady +1.6 for four straight heats. I don't think so. The wind gauge was messed up either on purpose or by error. If you notice Patton, and Padgett aren't coming close to running 9.89 in Europe, and they are getting smoked, especially Padgett
Just cause the wind gauge gives the same reading across four races doesn't mean it malfunctioned. Certainly wouldn't be the first time the wind readings were the same across multiple heats at a big meet. After adjusting for the altitude and wind at Eugene, Doc's time equates to a 9.97. In Monaco this year, Doc ran a 9.98. After adjusting for the wind and altitude it is still a 9.98. So not much of a difference between the venues when you look into it.
Look at Padget, he can't run anything close to a 9.89 outside of the bogus wind readings in Eugene. What makes it obvious is that on the European Circuit Padget consistently got beat not only by Powell, , but by the 2nd tier guys, guys whose PR isn't close to 9.89 somebody runs a 9.99 and Padget is way back with a 10.27.
Keep in mind Padget also had a very long collegiate season. His slower times in Europe were probabaly due to fatigue. During the college season, the man still put up a 9.96 legal. He also had a few times in the 10.0x region, some of which were done into headwinds. When comparing his time at Eugene with his better performanes from the college season (with wind taken into account), we're only talking about a 0.05 second difference. Nothing that would indicate an inaccurate wind reading.

you also have to take into account his reaction time. if he had a particularly good start that day, he could shave off almost 0.1 seconds
