No way. I have DARK brown eyes..

and I ALWAYS do bright colors and Crazy eye make ups and they look just as great.You just have to know the right tones to use.. I show people how i do bright colors and crazy things and they cant pull it off because they have blue or Green Eyes.. so it works For brown as well (:
