World pvp will NEVER work in a faction based environment based around questing and PvE content such as WoW. DoAC and Planetside were prime examples of World PvP done right with factions mainly because they are focused on that very thing. Now if you want a MMORPG Themepark game like WoW to work, you have to remove the faction based pvp. It's too easily imbalanced otherwise. Games like Lineage II focused on Clan and Alliance based with ffa PvP for the clanless. o: Was fun stuff back in the day.
Have to disagree completely with your look at world pvp. There is a lot Blizzard can do to improve world pvp. First off I do agree that adding a zone and saying this is where world pvp will take place is absolutely ridiculous but implementing another, shattered sin offensive, qil danas (how ever it's written) area with dailies or rewards that are somewhat required will stimulate and encourage world pvp. In addition, why not make killing a faction leader give NOT rewards to the victor but punish
i needed on gear as bargaining chips for tier tokens, and now pretty much fully geared, i need on items so that i can inspect all that were eligible and give it to the person most deserving, in terms of who needs it most and also relative to their dps/hps i.e. rotation quality
all that needs to happen is for BL cd to reset upon entering an instance, not resetting and removing BL/sated on entering each combat, as you just end up using BL for trash etc

As for how to make WoW into a world PvP game, it's easy. Get rid of all the guard NPCs on PvP servers. If a major city gets attacked, it's the job of the defensive faction to defend it, not some mindless NPC guard that randomly spawns. This is where PvP fails in WoW, and blizzard refuses to allow "War" to actually happen to keep the people happy that want to AFK with their PvP flag off in the middle of their capital city on a PvP realm.
Take the training wheels off, blizzard. Lose the guards.
World PvP isn't about allowing other players to level via questing. When world PvP is going on, if your a low level, you should run from the battle. It's the essence of war in World of Warcraft, faction vs faction, where there are no restrictions on using flasks or buffs, and players can actually preform to their best with the rest of their faction. So the argument of "world pvp can't happen because lowbies would get killed" is only the response of people that refuse to fight for their faction.
Personally I would prefer the low DPS who does the fight's correctly. The high DPS epeen stroker's will not, under any circumstance, do things like kill adds or any potentially DPS lowering activities. The person who does the right things in fight is open minded and you can work with them on improving their DPS. Epeen strokers tend to be diva's who only care about their numbers.

I agree I've not seen world pvp be balanced ever either. I played it in another game and it just turned into gank squads killing people questing, soloing, etc. That and having to travel in a pvp ready pack just to pve to be ready for those gank squads..., is not good imo.
My guild avoids the DKP hoarding issue by letting people /roll for an item if no one wants to spend dkp on it. This way, useful items don't get disenchanted, and people don't feel like they're wasting DKP on minor upgrades.

Alternativly they could make it like they did on Blizzcon between Vodka and Blood Legion where it was first to clear a raid, just pimp up LK to lvl 85 and throw them at him for an hour or so, that would be fun to watch.
So for instance, if a hunter has 99% activity (including trash!) they'll recieve 99 bonus to their roll. If another hunter has 30% activity (afk during trash and not giving a crap on boss) will only get 30 bonus to their roll.
Hunter with high activity rolls 50 + 100 role bonus + 99 activity = 249.
Hunter that was afk rolls 80 + 100 role bonus + 30 activity = 210.

Hey Lore! Just as a heads up for the future 20:32 : "Narcissistic" more or less means overly self absorbed or self centered. I think "Cynical" might be the word you were looking for. Also, I might be a hypocrite for pointing that out, since my own writing is probably riddled with spelling or grammatical errors, as I'm actually from Sweden.
They could also just add the gear you get from conquest points to the chest in Gurubashi Arena and make a chest like that for the Dire Maul Arena as well.

To everyone who complains about the LFR loot, the change you want to see happens start with you. Would you continue to run LFR if, 1) nothing dropping from LFR would benefit you, 2) you are VP capped? We all run LFR for the sole reason for upgrades so if you can't be altruistic then how can you ask other to act that way.
@CantStopTheBox there is no "incorrect" response, these are my opinions and this is how I run my raids - of 4 years for raid leading I have yet to encounter a problem.
removing bloodlust when entering combat also sounds dumb tbh. Better solution: remove it when exiting combat, or turning it into a potion like mechanic (once per combat, sorta)
Big thing I feel on the LFR system and the chaos of needing gear isn't that big of a deal for me. I think it still encourages people to be in a guild, limit the chaos with friends, or just skip that system outside of casual (not caring too much) and get normals and reliable secure gear drops with people that are trustworthy.
@ArchAngel028 My mistake... 55%. Think about it, if the fight lasts 6 minutes that means 360 seconds of dps. If the 35k is alive for 55% of the fight then he will have done 6.93M damage while the 18k would only do 6.48M over the ENTIRE fight.
With how easy is to get a decent gear set w/o doing a normal raid and how simple most dps rotations are, low dps is just not acceptable. Now, with most bosses having at most 3 mechanics that affect any given player at any given time; low awareness is not excusable. Sorry to say I watched Months Behind stream 4 weeks in a row, and maybe one out of five tries managed to see p4 Rag; most wipes happened on p2 so how can you complain that the boss was too hard if couldnt master the simpler phases?

For EPGP, you could increase the decay rate. You don't want to have it *too* high, or you screw people with bad luck on appropriate drops showing up at all, but too low, and hoarding points is viable.
world pvp just doesn't work in a 2 faction system, it just becomes unbalanced pop wise, where with more factions they can ally to take down the big one(s) - if they can get leadership :P

I've sometimes wondered what it would be like to be able to do raids and dungeons with the opposing faction. Sort of uniting to meet common goal and then fight against each other in bgs and so on.
Lore gets +1 for knowing about Planetside :) Dumb wow note from back when I was new: I leveled my first character in Wow (in vanilla) like you leveled in Planetside...killing things. Only killing things. Safe to say, I'm no longer quite that stupid :)
IF blizz wants to make "World PVP" fun for all, they should balance or merge the servers population. Like on Stormrage Alliance have 15-20 Alliance per 1 Horde. Also achievements like For the Horde, elders of the Alliance, etc are impossible to do.
I am just going to throw out my thoughts here real quick....
1) low dps or low awareness, A: low dps, if the boss does not have a timer on it the dps honestly does not matter so long as e1 knows what they are doing.
2) Cross - Realm new app's, A: yes, just be aware that most likely cross realm is still going to be 25 mans only - something I personally would not like.
3) Upgrades DKP, A: stop using a broken system - no offense, DKP is bad.
@WTDou That's incorrect. Remember that healers actually use mana to heal and if you have a bunch of subpar dps that know the fight doing the fight correctly (Like say zon'ozz without an enrage) Your healers are just going to run oom even though everyone's doing the fight properly.
i will take a low dps that does it right and i have kicked high over low for being fail, reason being is the one who is doing the fight right will listen and improve his dps to be better, while the one with high dps is just concerned about the meter and thinks they are a good player they dont listen when you tell them to get out of shit...they will call you names and stuff...i have a video on youtube already of an idiot doing this..low dps but plays mechanics is way better
@ht19gale82 maybe in some cases, but most "high dps" are usually the ones that are also doing the fight correctly, I would rather have the potential of hitting the enrage timer then always hitting the enrage timer.
Also, apparently landsoul stands in stuff because his rotation is so complex... so there are situational awareness problems even at the very highest end-game.
also wow is not on its way out i know you dont mean right now but still its still one of the top online games wow will still have 6-10 years left i think.
Creating world PvP is a waste of time. If Blizzard can just get more people out of the major cities, and back into the open world, it will happen all on its own. No special zone or hub is required. How to get people to leave the capitol cities is the real question.

my guild uses EminentDKP. its a simple, easy to use addon that makes DKP very fair. you bid you DKP on a piece of gear, and if you bid the most points and win, you actually only pay the second highest bid, so you save points. also, if you are the only person to bid on the piece you get the item for free.its all anonymous so no one knows who's bidding on what, and all items are priced by the players.
On the discussion of EPGP, my guild gave it's raiders plenty of options when bidding on a piece of loot and it sounds like that's what you're lacking in. Only having 1 option and it's to pay full price for every piece of gear they get just won't work because not every piece of gear is created equal. My guild had Major (full price), Minor (half price), Offspec (Free). At the very least, with these options people can choose offspec and prevent the gear from getting de'd.
What about Warhammer Online and their world pvp ? I really liked how that worked, each side had its own questing area and in the middle of the map between the questing areas where the battleground with world pvp. Worked fine there :)
The surgeon analogy wasn't great Lore. A better one would have been a mouth surgeon who could remove your molar with no pain in 5 hours or one who would really hurt but it was out in 10 mins maybe?
for the EPGP problem, we raidrolled 1-x(being the number of people who could and would chose the item) and forcefully made that person win and they would get it. Worked well since this punishment was harsh, and people would always bid for items.
Your solution for the "problem" that was presented by the many people who sent you e-mails was the first thing that popped into my head. Can't understand how people have the thinking capacity to come up with an issue for a solution but not enough thinking capacity to think further than that.
As an ex-long term wow player and a new swtor player I have to agree with you about world pvp. In ilum(swotor pvp zone) it began with areas you destroy enemy tanks for your daily/weekly and a decent pvp buff, which people where cap swapping. Now it has swiched to kill30 players or gather 30 items from middle of the map to try and force people together but then you just end up having a 4:1 ratio wall, or better yet the kill swap groups. world pvp needs to be the focus for it to work.
loot council.. with add-on.. who has attended on reg basis.. with who would benefit most from up-grade solves prob.. eliminates dkp for ms gear .. however.. on os gear dkp works well..and of course.. ms over os
With the Loot system using dkp. in my old guild. basically if no one wanted to use there dkp for an item. then it would go to roll so people still got there loot without using there dkp. works very well
Well said about WPvP Lore. What many people forget(or who didn't play) about wpvp in vanilla, it wasn't planned by anyone, it just happened. I remember epic blackrock mountain wpvp, but that was because they had 3 raids in a condensed area(UBRS, MC, BWL), SS/TM wpvp, because they were so close together we could easily bring in new people to the fight. Silithus was fun during the gate opening, or if multiple groups were farming summoning rep. Wpvp is awesome, but it is never planned.
Everybody could get to Heroic Rag? <10% of players= everyone? Come on, Lore, the vast majority of players haven't even seen Dragonsoul LFR, much less HC Rag.
The the 3 question... i loved that system senses it made me get almost bis exept for trinket/weapon on my warrior becouse i would take all the items sense the other people just saved up. Made me the best plate dps. becouse one items is never better then upgraded all your other gear
@fshook: as someone who did a lot of world PvP on Lore's server, and alt raided with him (albeit briefly), he never established himself as an active participant in world PvP other than occasionally. He does show up when he wants to and guildies need him, but never is he considered when naming Eredar PvPers. He does BGs with his very large and very geared guild. His focus is PvE and there is nothing wrong with that.

DKP/EPGP saving issue:
If noone wants item beacuse they're saving DKP/EPGP;
- Go check if it's BiS for someone.
- If it is and they're not bidding on it, penalize all that pass a BiS item with a set amount then disenchant the item.
- Alternative you can tell them to roll on the item, the winner gets the item and the rest gets the dkp for it.
MAKE SURE THEY UNDERSTAND THAT LOOT IS RAID GAIN!
Had the same issue in my old guild, where all the rogues passed on a BiS ring to get their BiS shoulders.

To everyone who complains about the LFR loot, the change you want to see happens start with you. Would you continue to run LFR if, 1) nothing dropping from LFR would benefit you, 2) you are VP capped? We all run LFR for the sole reason for upgrades so if you can't be altruistic then how can you ask other to act that way.

The bloodlust thing isn't an issue... they already remove sated when you die. The system would just reset the cooldown on the actual spell.

Big thing I feel on the LFR system and the chaos of needing gear isn't that big of a deal for me. I think it still encourages people to be in a guild, limit the chaos with friends, or just skip that system outside of casual (not caring too much) and get normals and reliable secure gear drops with people that are trustworthy.

@ArchAngel028 My mistake... 55%. Think about it, if the fight lasts 6 minutes that means 360 seconds of dps. If the 35k is alive for 55% of the fight then he will have done 6.93M damage while the 18k would only do 6.48M over the ENTIRE fight.

With how easy is to get a decent gear set w/o doing a normal raid and how simple most dps rotations are, low dps is just not acceptable. Now, with most bosses having at most 3 mechanics that affect any given player at any given time; low awareness is not excusable. Sorry to say I watched Months Behind stream 4 weeks in a row, and maybe one out of five tries managed to see p4 Rag; most wipes happened on p2 so how can you complain that the boss was too hard if couldnt master the simpler phases?

For EPGP, you could increase the decay rate. You don't want to have it *too* high, or you screw people with bad luck on appropriate drops showing up at all, but too low, and hoarding points is viable.

IF blizz wants to make "World PVP" fun for all, they should balance or merge the servers population. Like on Stormrage Alliance have 15-20 Alliance per 1 Horde. Also achievements like For the Horde, elders of the Alliance, etc are impossible to do.

I am just going to throw out my thoughts here real quick....
1) low dps or low awareness, A: low dps, if the boss does not have a timer on it the dps honestly does not matter so long as e1 knows what they are doing.
2) Cross - Realm new app's, A: yes, just be aware that most likely cross realm is still going to be 25 mans only - something I personally would not like.
3) Upgrades DKP, A: stop using a broken system - no offense, DKP is bad.

@WTDou That's incorrect. Remember that healers actually use mana to heal and if you have a bunch of subpar dps that know the fight doing the fight correctly (Like say zon'ozz without an enrage) Your healers are just going to run oom even though everyone's doing the fight properly.

i will take a low dps that does it right and i have kicked high over low for being fail, reason being is the one who is doing the fight right will listen and improve his dps to be better, while the one with high dps is just concerned about the meter and thinks they are a good player they dont listen when you tell them to get out of shit...they will call you names and stuff...i have a video on youtube already of an idiot doing this..low dps but plays mechanics is way better

my guild uses EminentDKP. its a simple, easy to use addon that makes DKP very fair. you bid you DKP on a piece of gear, and if you bid the most points and win, you actually only pay the second highest bid, so you save points. also, if you are the only person to bid on the piece you get the item for free.its all anonymous so no one knows who's bidding on what, and all items are priced by the players.

On the discussion of EPGP, my guild gave it's raiders plenty of options when bidding on a piece of loot and it sounds like that's what you're lacking in. Only having 1 option and it's to pay full price for every piece of gear they get just won't work because not every piece of gear is created equal. My guild had Major (full price), Minor (half price), Offspec (Free). At the very least, with these options people can choose offspec and prevent the gear from getting de'd.

for the EPGP problem, we raidrolled 1-x(being the number of people who could and would chose the item) and forcefully made that person win and they would get it. Worked well since this punishment was harsh, and people would always bid for items.

As an ex-long term wow player and a new swtor player I have to agree with you about world pvp. In ilum(swotor pvp zone) it began with areas you destroy enemy tanks for your daily/weekly and a decent pvp buff, which people where cap swapping. Now it has swiched to kill30 players or gather 30 items from middle of the map to try and force people together but then you just end up having a 4:1 ratio wall, or better yet the kill swap groups. world pvp needs to be the focus for it to work.

With the Loot system using dkp. in my old guild. basically if no one wanted to use there dkp for an item. then it would go to roll so people still got there loot without using there dkp. works very well

Well said about WPvP Lore. What many people forget(or who didn't play) about wpvp in vanilla, it wasn't planned by anyone, it just happened. I remember epic blackrock mountain wpvp, but that was because they had 3 raids in a condensed area(UBRS, MC, BWL), SS/TM wpvp, because they were so close together we could easily bring in new people to the fight. Silithus was fun during the gate opening, or if multiple groups were farming summoning rep. Wpvp is awesome, but it is never planned.

@fshook: as someone who did a lot of world PvP on Lore's server, and alt raided with him (albeit briefly), he never established himself as an active participant in world PvP other than occasionally. He does show up when he wants to and guildies need him, but never is he considered when naming Eredar PvPers. He does BGs with his very large and very geared guild. His focus is PvE and there is nothing wrong with that.
