in Czech Republic we had this during communism regime - every house had at least one man or woman spying and reporting to STB - state security service (like KGB). if you have home patrols, that is enough, you do not need this... this is different than home patrol - it collects people who are weird, think conspiratively and want a control over neighbours... yes, everyone used to have at least one reporting "agent" neighbour exactly like this during communism totality.

we had this in my country. everybody reported everyone on something, and everybody ended in jail. Crazy neighbours can report you and you end in investigation room. This could work in America
