This scene like many others symbolizes the brilliance of the director Michael Mann.
By the way; every word of spoken by "Mr Burns" in this clip is true. After a lot of latin American countries discovered they had oil reserves in the very early seventies American banks were falling over themselves to lend money to them. Due to corruption and political instability in these nations most of these loans were never "officially" payed back.
THE PRODIGAL SON is, in my opinion, the finest episode of TV ever made and this clip is the best moment in that entire episode. I thought I was the only one who thought this guy looked like Mr Burns.
This episode reshot an relocated to Miami should have been the MIAMI VICE movie not that piece of overblown nonsense inflicted on us a couple of years back!
