It's not stop-motion. It's a computer program that connects the lights with the music. There's no music playing outside though. The music is actually played through your car stereo. Lack of traffic is either due to late night or the street being blocked off. They had some serious traffic issues there. There was a house in my old neighborhood that did something like this for Halloween.

No its not, I have driven past it, it looks just like this in real life, and you tune your radio to a special frequency for the music. I would assume this was filmed in the middle of the night, because it is a community and generally after a certain hour, its completely dead like this. If not, they got a few people to stop/divert cars for one round of the lights. I have seen it, its real, not stop motion.
