And the only collar the Police department uses are shock collars, on people who have attempted to escape and can't be trusted. NO WAY would they do this to a person with an expired license, and I see no reason why her leg irons are attacked to her waist chain. That only happens in movies. Who do they think they are fooling? That tape was staged. I have transported hundreds of inmates and I know proper restraining. That was no standard waist chain and the cuffs were just twisted up in the chain. NOBODY uses a collar device. Besides when the camera pans around you can see the flimsy stage they're using. Well a criminal is a criminal no matter how you try to sugar-coat it. I believe all criminals should be kept this way. And for the really dangerous ones the constitution says we unfortunately have to give them food, water, space and light we should give then just enough space to stand, sit and lie down and nothing else and human interaction is entirely out of the question.
