However, since considering war as a means of settling international disputes is, in practice, prohibited, I think it’s not a bad idea to demand a judgement of a third party over an international disputes that have never been resolved thorough diplomatic negotiations.
However much Korea insists that “Dokdo is Korean territory”, as long as Japan doesn’t recognize those claims are legitimate historically nor International law-wise, this means that the disputes over the islets are not settled between the countries involved yet, so Korea must put up and apper before the judge of the ICJ if it is indeed going to solve this problem peacefully.
Oddly enough, Korea refused to send this matter to the ICJ. However Korea, with joint effort of the public and private sectors, are actively promoting “Dokdo is Korean territory” campaigns all over the world.
It’s peculier and extraordinary that Korea is busy appealing to the world saying “Dokdo is Korean territory”, but at the same time refusing to appear in the ICJ which is considered the best place in the world to appeal in.

If Korea has will to abide by the principle of the sovereign equality, Korea has a legitimate right to reject sending the matter to the ICJ (International Court of Justice). However, since considering war as a means of settling international disputes is, in practice, prohibited, I think it’s not a bad idea to demand a judgement of a third party over an international disputes that have never been resolved thorough diplomatic negotiations.
