Rockstar said that all characters and events from GTA pre-GTAIV can be considered "dead" because they will never return or be referred to in the story. This was in a Game Informer story from 2006 though so it is possible that it could no longer be true. My point is: Don't get your hopes up for seeing CJ, or Tommy again because if might not happen.
