My definition of truly speaking a language is that one should be able to communicate his or her thoughts reasonably clearly and have the ability to understand native speakers. In other words, speaking a language implies that there is effective communication between the two speakers. I always find it difficult to define "to speak". Do you speak a language if you know 100 words? one thousand? if you can explain things without stammer? if you can read it fluently? or with parts? Cause anyway is peak between 4 and 10. Depending on the definition of "to speak"

I'm Japanese. His pronunciation is very clear though I didn't make out what he was saying at the first part. btw his 'sayonaranee'(good bye eh or something) was so cute! I also understand German but only heard Wunderbar( wonderful)…

my native language is english, but i know a good amount of french and spanish. his french sounded something like this: "c'est la indie paon c'est la cinquante rupee, c'est jolie. cinquante rupee c'est là. c'est jolie"

his italian/spanish sounded to me like: "asta bello pavone, c'è lo cinquanta rupia uno esta bonita pavone. muy bueno bonito y barato mira te cuesta uno pavone cincuenta rupia. sta bello"

his grammar reminds me of some of the kids in my language classes, but he gets the point across

Give the kid a break, he's like a parrot. He imitates speech patterns, picks up on common words, and repeats small phrases to sound more convincing. Like a parrot, his sentences might not be coherent because people don't tend to repeat the same sentence over and over. He hears the daily babble of surrounding people and remembers samples of their mixed speech. Very impressive for someone his age to have been exposed to, and adapt to so many styles of speech.

I heard some japanese, french and german, though he was mixing them as well. So he probably does know these languages to the extent of telling how much everything costs and a short description of the items. The bad quality of the camera and his accent do make it quite difficult to catch the words, probably even for a native speaker.
