This level can be completed in 42 seconds by luck-manipulating the randomly-placed target to spawn opposite your starting point, bombing him with a thrown bomb through the window at the beginning of the level, shooting Mason then bombing the Mark through the window. 41 or even 40 seconds may be possible but I lack the skill to acheive it.
