@theworldisquare Nipton wasn't an NCR town, was it? It had some NCR soldiers in it but it wasn't under their protection. Primm was a casualty of a prison riot. They didn't have the men to quell it. Boulder City was evacuated and tactically blown up.

They are basically the new USA. There are flaws but give it time and it will work out nicely.
