It might not look bad, but when a mall is filled like that, innocent people could get hurt and not only that but it can ruin the business of the stores and decrease their total revenue for the day. There are stairs and crowded elevators and escalators, etc, and if you're one of the people caught inbetween them you're not going to be too happy.
