It works the same with NYPD officers. They word the arrest in the best possible way (even if it's not true. The truth does not matter in anyway to these scumbags). An officers testmony in a court of law is evidence enough to get a conviction.
Basically anything authoritative in New York City is simply a criminal ring to get money out of you some way some how.
All you have to do is to conditionally accept the ticket. That means you agree to pay the ticket, then change the terms so once you have the receipt that it is paid, you can issue an invoice to the city for $1,000 or $100,000 or whatever you want to do. Search youtube for "handled parking citation" - I posted a video about my strategy that seems to have worked

Shortly there after, I moved to Washington (seattle area) and never paid those CA tickets. Now I see here in Seattle and even in Bellingham, there is a lot of money being made off of parking tickets. its true. ive gotten a mailed violation notice in the mail with three tickets on that notice. the tickets were at a location way far from my house and on a sunday. i was at work sunday cause i work sundays. two months later i got similiar violations in the mail yet again. three also. for sunday again. i filed a complaint from 311 like jimmy justice did but the first case got closed for no reason. i filed a second and nothing has been responded.
