No it wasn't. We still had troops in S. Korea, Japan, Europe, and the middle east, Iraq in particular was boxed in with the US contolling 80% of its airspace, Clinton tried to attack al Quaeda in Afghanistan and Sudan, Clinton tried to negotiate a peace with Arafat that did not include right of return for most Palestinians (hence, doomed to fail)... Clinton was a disaster.

In many ways, Clinton did the exact opposite of what should be done in response to a growing terrorist conspiracy. Bush has gone further in those wrong directions. There is no military solution to terrorism. If this conspiracy really does exist in 60+ countries, hwo do you expect to deal with that militarily? More importantly, can you give me even one example of a terrorist problem that was solve militarily?

Some liberals might not like this, but I also recommend eliminating income and capital gains taxes in order to decrease the incentives for otherwise honest people to hide money in the international banking system. We should continue to make the international banking system more transparent.

Legalizing all drugs would help rob the Taliban of revenue. Finding alternatives to oil and/or putting demand side policies into effect would help deprive terrorists, Iran, Russia, and Venezuela of money. Our oil consumption supports terrorism and two-bit despots all over the world.

Iraq had an official website in the late 90s and into 2003. On that website were the transcripts of Saddam's speeches. I read quite a few of these and found several instances deep within these long, rambling speeches where he called on anybody who was capable of killing Americans to do so by any means possible.
