ah ha~ yeah, that's just how the Select Tool looks like on SAI. It's like that when you use the wand tool as well (assuming yer familiar with Photoshop tools XD), It's a transparent purple when yer using the tool but when you switch to another tool (like Bucket), the selected area turns back to.. normal looking. Which is why it's like "SWITCH THIS THAT COLOR DIFFERENT COLOR LOL"..

I guess, I'm bad at explaining. Yeah, you color in something and select it or something and then you change the color of it.
