duplicate layers, smudge tool, brush tool, level, s two layers of eye color, one is opacity to hue . and other one maybe screen. you could ve use the quick mask on the eye brow color instead of smudge tool. he use brush for the circle lols.

Using the smudge tool isn't the best way of smoothing skin, you could use surface blur or something similar for that, with a mask...

All you gotta do is look at what tool is selected, and experiment with the program thats the best and fastest way to learn! Because there are a million and one ways to do the same thing in photoshop, it's a very versatile software.

yes photoshop is expensive but you can also use GIMP .. it is not as good as photoshop i think... but it is a freeware and it is quiet good, too :)

in case you have selected one area and you want to make it bigger or smalled you must go select -> modify -> contract (for smaller area) or expand (for bigger area :)
