They make them anymore. But I'd imagine you can still find one used online or at a pawn shop. It does fire from an open bolt. And can you get a mag like that for a Ruger 10/22? I know you can get one of those big disc like magazines (I have no idea what they call them) that feed below the action where a regular clip would go. And I imagine if you research it you'll find the parts you'll need to have it feed through the top. I mean it's a Ruger 10/22 you can buy anything to pimp out that gun.
You know, if you altered the foregrip and added a scope you'd have the Zaku's machine gun from Mobile Suit Gundam.

They stopped making transferable full autos in 1986. It does fire from an open bolt. Parts are still available.
