How to Register for Perfect World

Sadly, I can't register with Perfect world now, it seems that thier registration service thing is unavailable. Everytime i got to the registration page, it directs me to a "oopss the url or webpage that you were trying to view does not exist" or some crap.

i didnt have a certificate i just hit ok and it worked but it says "wrong login or password" and it's aggitating me!!!
