I'm a tall, an physically imposing guy, usually wearing a motorcycle jacket and carrying a helmet, so people do this exact same thing to me pretty often and I just find it so adorable; especially when it's a really cute young woman. I usually give her a friendly, sympathetic smile and try not to make her feel like I'm smirking or laughing at her.
Humans aren't perfect I will give you that, but I don't think that there is something programed wrong in your head because you run into people that are heading the same way on the street. I think it's really just a case of two people that can't make up their minds when deciding which way to go. If that happened to me where I was standing face to face with a stranger I would say "excuse me" so it wouldn't be akward (but it doesn't really happen to me).
Just pick a path and make it obvious. Walk very far to the right and be determined. You're theory about there being program errors is looney, but I see where it comes from. It's uncertainty that causes miscommunication. Pick a side be certain.
If you feel like a sim, that's not verry normal but, you can still play sims only have the lights on take a 10-15 min break for evrey houer and if the person come in the same way as you do, just ignore him/her just think of what you're gonna do, you know later... i had the same problem before..

People are walking down the street but they're not going in your way, instead they're just passing by and it looks like they know exactly which direction you've chosen and they comfortably pick the other one. That's pretty common too. So, what's the case? The case is YOU darlin'.. Your subconscious expects them to walk in your way ;)
the same thing happens when you walk on the street and encounter someone heading right in front of you. if both of you start moving in the same direction (ie. blocking each other) its no surprise you will react the same and go on changing directions pretty much the same time.
i dont know if you get it... but its a simple neuro-wonder.
mh, if you want a serious answer for this question then here you go: our brains work pretty much the same. thats why when you talk to someone things like "oh shit i just tought of this too, thats like tootally telepathic" happen. its not telepathy, its just the fact that our brain moves from one point to the other at the same way, thus we have the same associations.
Unlike the sims you are not programed. The sims have a code they have to follow, the beautiful part about it is that you just have to make a decision. You have the ability to think about what you want to do. You have a choice, to go left or right, or you could just plow right through the next guy that stops in front of you.

Think about this: we are all humans, AND we are all scared of each other by definition...it's fear for the unknown, and it's normal..when you feel scared, or panicking...think that also other people feel the way YOU feel, or maybe they are even more scared than you! And you end to be the most confident!

- i say bluntly "let's go left". that works pretty nicely.

I find looking mean and determined works really good. Because most people will step aside a lot quicker if they see you as a bad person to bump into.
Another way is just to lift your right arm and go to the right, it'll show him/her that he/she cannot pass you on that side. By showing your path with a clear gesture, it's easy for the stranger to go for the opposite side.
i want to say : sometimes it's cool to say what you're feeling and WHY do you feel like this way , and you don't have to mind for people that tells you that you're crazy :)
You think to much. Just mark the direction you are heading early and you wont face this problem. For example always go on the right side. Thats how the traffic-rules - at least here. - and the rules for biking works. Pretty easy. Or if you want to go left, show where you want to go. Just take a few steps to the left and keep on going. The person will probably understand, otherwise you seem more to the left than the right which will make it automatic for the other person to take the shortest way.

When i'm focusing on which dirrection i'm gonna take when facing this person ''robot''... When I grab panic and think that the person infront of me is gonna hit me, I kinda stay in my position grabing the phone pretending that im talking to some1.. when people do something that doesn't require a lot of thinking - they tend to follow certain patterns.
i've learned to deal with this like that
- raise my right hand a bit, and the person instinctively moves to my left ;-)
or
- i say bluntly "let's go left". that works pretty nicely.
i think it's a bit rude to call that other person a "moron". since both people are to blame for the situation - they just happen to do the same instincive choices when walking around ;-)

I find looking mean and determined works really good. Because most people will step aside a lot quicker if they see you as a bad person to bump into.
Another way is just to lift your right arm and go to the right, it'll show him/her that he/she cannot pass you on that side. By showing your path with a clear gesture, it's easy for the stranger to go for the opposite side.

You think to much. Just mark the direction you are heading early and you wont face this problem. For example always go on the right side. Thats how the traffic-rules - at least here. - and the rules for biking works. Pretty easy. Or if you want to go left, show where you want to go. Just take a few steps to the left and keep on going. The person will probably understand, otherwise you seem more to the left than the right which will make it automatic for the other person to take the shortest way.
