Any gov't in Tehran needs to introduce a tax system to even out the balance between the haves and have nots. With minimal tax revenue the central gov't will have difficulties anywhere. Imagine, no tax on interest, real estate capital gains, and most small business. We have it too good! Oil income alone does not suffice country's expenditures.

Problem is Iran's govt is too generous, many basics and gasoline are subsidised, yet it hardly collects any taxes. It depends totally on oil and gas to fund the country. They need to collect tax so they can do more. A strict tax system is req'd to help those less fortunate.
