Yes! Meshi means rice. It's cooked rice, but we use this word to describe meal. If some one said "Meshi~!" when the meal is ready, which means "Breakfast, Lunch, Dinner is ready!"
If someone said "meshi" during the meal, s/he might asking for cooked rice. :)
