The round thing in the midden is called atronarch forge. It is use to summon un-bound atronaches, some spell tome, made some staffs and some other things. Plus if you have some sort of stone for oblivion you can forge daedric stuff.

Relic Little Finger: Pithiken's Ring

Relic Ring Finder: Balwen's Ring

Relic Middle Finger: Treoy's Ring

Relic Index Finger: Katarina's Ring

Not sure how to activate it I just followed the steps in my video if your's does not work im sorry I don't know how to resolve your save game.

As for the treasure if you kill him and steal his map NO treasure for you he activates the portal to gain access to his treasure so no double whamey gib rarz to you.

For the location of the treasure for those who let him slide away there is a video response to the location of it.
