Lots of practice. It is possible to execute a 360 motion without buffering but more importantly you only need to input 270 (three directions on the joystick)

I had heard that if you do it mid jump (as is typical for 270 motions) you lose a lot of range on the grab, so it's better to tick/buffer. Is that right?

That's V-Ism for you. You can pick people up after sweep when it's activated.

You can only do it in Vism with command throws. The grabs stop discrimination on whether the enemy is on the ground.

You're half-correct on that note.

You can only pick up grounded opponents IF they are laying flat on the ground. Otherwise command grabs just whiff.
