Then the US embargoes Japan AND aids the countries at war with Japan. The original strategy was to attack Pearl Harbor crippling the US in the Pacific and then ask for a favorable peace immediately. The US had bigger NAVY, just not as concentrated in number as Japan. While the US claimed to show justice in face of bullying Japanese Empire, decades ago the United States were doing the same thing, invading the Philippines, Puerto rico, and forcing numbers of unfair treaty to small nations.

Germany had unfair treaty's cast upon them after WW I, was strangled by the other country's so they barely could get by.
