Phantom move is a 'PMTS' system term, which means the technique used for turn initiation. From the video you can see what it means! Lightening and tipping the inside ski, more or less. A weighted release was made famous by the great swiss GS expert Michael von Grünigen. It's often called the Grünigen move, a turn initiated with weight on one's inside ski.
"counter" or counter rotated would be the upper body rotated away from the ski tips. rotating your upper body into the turn or towards the tips will pull you off your downhill ski edge. you can see this in the head on view in her turn at the next to the last gate.
