The 700 tons is referring to the amount of fuel onboard, not the tonnage of the ship(which is 65000 MT). The environmentalists are worried about the oil not how big the ship is. And since she is a bulker (carrys grain) the only oil onboard would be for fuel, lube oil, and any hydraulic oil needed.

@angusrastas I would actually agree with wfages on this one, 700 tons is about the equivalent of 7 fully loaded coal cars (railroad), that ship weighs alot more then 700 tons even if it's only carrying 700 tons of petrol.
