Goku was watching them. remember that goku became a kid again in the beginning of GT. at the end he went w/ the dragon. i guess that there wernt any threats, so goku never had a reason to come back and help everyone fight anyone. He watches Goku Jr, and tells him this in Dragonball GT A heroes Leagacy the movie. as the years went on pan got old, and goku grew up again.
